You'll find that many Virgin Islanders, including several boat captains, are licensed to perform your ceremony, provide witnesses, and assist with the simple paperwork for a reasonable fee. With basics in place, you'll find an army of skilled people at your service to fill in all the details: catering, photographs, limousine, hairdressing, and of course, tropical flowers for your bouquet!
